COLCHESTER -- A decision by the Vermont Public Service Board that a company hoping to build two wood-pellet fuel plants alongside two wood-fired electrical generating plants needs separate state permits is going to discourage innovation and the development of new renewable energy projects in the state, an attorney for the company said.
