Forbes floats plan for energy independence

U.S. Rep. Randy Forbes made a move Thursday to put his expansive "New Manhattan Project" for energy independence on the front burner in the House of Representatives. The Chesapeake Republican filed an amendment to strip out the contents of a complex climate-control and energy bill. Forbes would insert his plan, which would seek to make the United States energy independent in 20 years.
